Bug Description

Allow users to create, delete, list, get, update devices in both the python and the command line clients.

See http://craton.readthedocs.io/en/latest/cratoncli.html#craton-device-create for information about the expected command line arguments.

cratonclient.shell.v1.devices_shell will need to be created to add cli client support

cratonclient.v1.devices will need to be created to add python client support to the Device/DeviceManager.

cratonclient.tests.unit.test_devices_shell will need to be created to add cli testing surrounding the device creation.
