~/.config/monitors.xml is not applied at startup in Gnome Fallback

Bug Description

Using the Displays applet in Settings, I can configure the screens. After pressing the Apply button, the screens are arranged as needed. And ~/.config/monitors.xml is created.

After reboot, the ~/.config/monitors.xml is not applied.
If I rename the file and repeat configuration through the applet, a new file is created which is the same as the renamed. So, the problem is just that the file is not applied during startup.

Fresh installation of Ubuntu 16.04, Gnome Fallback, no other specific configuration.

Configure a startup script to apply the config.

Use slick-greeter(lightdm), etc.
