Add 'with_condition_func' filter param to return condition functions

We provided some condition functions in blueprint https://blueprints.launchpad.net/heat/+spec/support-conditions-function. So it will be good to return the condition functions, this change will add filter param 'with_condition_func' of API 'list_template_functions'. If user specify the filter param 'with_condition_func=true', we will return the functions including condition functions.
