nova newton specs docs link to sections of live-migrate-rescued-instances spec

If you look at the approved newton specs:

https://specs.openstack.org/openstack/nova-specs/specs/newton/index.html

You'll see some called "Problem description" and "Proposed change". These are linked from:

https://specs.openstack.org/openstack/nova-specs/specs/newton/approved/live-migrate-rescued-instances.html

Looks like something got messed up with the formatting in that spec which bleeds into the listing of the approved specs.

    Fix live-migrate-rescued-instances title formatting

    Because this spec didn't have a title it messed up the
    links in the specs/newton/approved list in the docs.
