Version 16.04.4testing (letzte Version ist 16.04.3)
When you click on new insititutione there is an errormessage:
A nonrecoverable error occurred. This probably means you have encountered a bug in the system

Can you please post the error message (it's in the error log) that you get and also provide information on what flavor and version of Linux you are using as well as what database?
Do you have any customizations on the site?
I couldn't replicate the error on my instance.
