To refuel OR accepts only tenders that have an index greater (by 1) than the index of its loco within the cars list.
This is usually OK. However after a RP or a turntable rotation the indexes of the train cars are reversed, and so also the case must be considered where the tender has an index lower (by 1) than the index of its loco.
