[3.0.3.0-60] UI: DNS Records page seems to be broken

1. Go to Configure > DNS > Servers
2. Create a DNS server
3. Go to DNS Records page -> Configure > DNS > Records
4. The page says, "No data available. The link you followed may be broken, or there must be some change in the configuration for this page."

Error seen on the console -
GET https://nodek12:8143/api/tenants/config/list-virtual-DNSs/default?_=1474205548661 404 (Not Found)

Seen in contrail logs -
