Epiphany does not persistently remember "Allow Notifications"

Bug Description

elementary OS 0.4 Loki (64-bit)

Using web.telegram.org, every time I open Epiphany I'm asked to Allow or Deny the site to display notifications. I click Allow every time.

The same effect can be seen here: http://ttsvetko.github.io/HTML5-Desktop-Notifications/ (click the yellow alert to be prompted). Epiphany remembers you allowed/denied while it's still open - so closing and re-opening the tab will work fine. However, it won't persist if I restart Epiphany or the OS.

I confirm this issue exists, however, we do not maintain the Epiphany Browser, we pull it directly from the GNOME project. Please report it in their bugzilla: https://bugzilla.gnome.org/

This is already fixed for 3.22 in https://bugzilla.gnome.org/show_bug.cgi?id=748339. However, there is a related bug https://bugs.webkit.org/show_bug.cgi?id=163366 that will unfortunately require a combination of Epiphany 3.24 and WebKitGTK+ 2.16 to fix.
