Inkscape renders incorrect glyphs when Twitter Color Emoji font is used

Bug Description

When Twitter Color Emoji font is used (see fontconfig file attached), Inkscape fails to fall back to the fonts overridden in the said config file, displaying random black and white emoji characters instead of regular ASCII symbols, for example.
