Bug Description
DE team requires space for packages and images availabe worldwide.

We need a space to upload and manage packaged gems, extra packages for plugins and preconfigured VM images (like builder.qcow for MOS CI that now is on internal ftp).
This stuff should be accessible from the internet.
DE team should be able to manage that space (upload, change, remove objects)
