Migration script contains deprecated vmware attributes ('vc_ca_file')

Migration script contains old value for vcenter ca file [1]: "vc_ca_file" that must be changed to "vcenter_ca_file" in accordance with following commit - https://review.openstack.org/#/c/370371

Feature "[VMware] Support custom CA bundle file to use in verifying the vCenter server certificate" (PROD-4717) is blocked.

    Fix typos vc_ca_file -> vcenter_ca_file

    Update vmware_attributes_metadata in releases table.

    Some changes were made in vmware_attributes_metadata
    since 9.0 in openstack.yaml so we have to update releases
    table accordingly during upgrade.

    CA file is not uploaded because we made a mistake
    in name vc_ca_file.

    Fix typos vc_ca_file -> vcenter_ca_file to get correct
    certificate files for cinder and compute item in
    orchestrator serializer.
