quota update for LBaaS HMs not working

On trying to update Health Monitors via Openstack Quota Set or neutron quota-update,
I am getting the following error:

Actual Output:
RESP BODY: {"NeutronError": {"message": "Unrecognized attribute(s) 'health_monitor'", "type": "HTTPBadRequest", "detail": ""}}

Expected Output:
Quotas for LBaaS should have been updated

Pool and Listener works
Healthmonitor doesnt

    Fix Quota Support for HMs

    Health Monitors could not be updated using
    the `openstack quota update` CLI.

    This patch fixes the same.
