Bug Description

Environment: Mirantis 9 (MOS9)
One Controller & Cinder Node
Two Compute Nodes
External Backend storage arrays
Cinder driver

Uploading an attached SAN boot volume to image service fails even if the Force Flag is selected.

Horizon Error: Unable to upload volume to image for volume: "SIO-img-vol"

ERROR: Invalid volume: Volume status is in-use. (HTTP 400) (Request-ID: req-4499f963-1139-425d-b2d1-be8cd9bf785b)

The volume upload to image only works if the volume is detached.

The Upload-to-image operation states the following:

When the volume status is "in-use", you can use "Force" to upload the volume to an image.

It appears that the Force flag is not implemented.
