Electronic resources behave like copies setting does not act as expected with depth searches

Bug Description
When an Evergreen system enables the "When enabled, Located URIs will provide visibility behavior identical to copies" global flag, electronic resources are successfully retrieved if the user searches a parent of the electronic resource's owner.
However, if the user starts by searching a specific library, and then selects the checkbox to expand results to the entire consortium, essentially changing the depth to 0, those electronic resources are not retrieved unless it is owned by the initial search library.
Our expectation is that, just as copies owned by all libraries are retrieved when changing the depth to 0, the system should also retrieve electronic resources owned by all libraries if that global flag is enabled.
Example search:
Searching e-books for 'the stars of heaven' with the scope set to the entire consortium, I retrieve 2 results.
However, if I first search Gordon College and then select the option to show results from all NOBLE libraries, I just get the one result owned by Gordon.
