CreateModel can't find existing creds

Bug Description

I have juju running in Juju deployed on AWS. I did a Cloud.Credential call and received creds with the tag 'cloudcred-aws_admin@local_huwshimi'.

But when I use those creds to create a model using ModelManager.CreateModel I get back the following error:

failed to create new model: credential "aws/admin@local/huwshimi" not found.

This looks like it *might* be in this state method

CloudCredentials(user names.UserTag, cloudName string)
