neutron-gateway juju-agent lost forever

Bug Description
MAAS 1.9.4 + Juju 1.25
Reproduce Steps:
Deploy OpenStack with HA by juju-deployer with bundle.
Power off one controller node in MAAS UI
juju-agents on those services in above controller should be all lost
Power on above controller node in MAAS UI
All the juju-agents are back except neutron-gateway’s
Can not access the above controller node by ssh anymore. (IP changed! SSH key injected before was gone as well)

Since Juju 1.25 is in Critical-bugs-only mode, we need more information about the context of this failure: is it for a customer? is it happening frequently? does it block you? are you working around this in any way?
