Bug Description
When attempting to upload networks where the admin-pxe of the default node group shares the CIDR, but not ranges inside the network, the api errors out with a message like
>400 Client Error: Bad Request for url: http://
This appears to be from a `is not None` test done when comparing networks, which excludes the default admin-pxe network since it isn't formally a member of a specific node group or cluster
