Camera is not fully working on snapdragon 410c board

Bug Description

I have a USB camera, which connects to a snapdragon 410c board. The USB camera works well with the current raspberry pi2 and pi3 images. However, it does not work well with the 410c image. After I plug in the device, it shows me the following message when using dmesg:
