Bug Description

Steps to reproduce:
-------------------
1. Setup a clear Fuel 9.0
2. Create an empty local repo on the master node
3. Create a cluster with configuration: 3 controllers, 2 computes
4. Add a link to empty local repo (see step #2) to "MOS Update" field in Setting tab.
5. Deploy the cluster
6. Do rsync clone for the latest repo snapshot to the local repo (see step #2).
7. Add a new node controller
8. Deploy changes

Expected results:

Actual results:

Deployment failed

you forgot to update fuel master node from 9.0 to 9.x after step 1
