update-master-node.sh does not work for Newton

Bug Description

update-master-node.sh script fails when tries to restart openstack-keystone service. In Newton keystone is run as wsgi service behind apache httpd.

    Remove restarting openstack-keystone when update master node

    Keystone service is run as wsgi service behind Apache Httpd
    in Newton. So, we don't need to restart it, but instead we
    can restart httpd service.
