FN key mapping in keyboard switchboard

In elementary OS Freya, you could go into the keyboard settings and set the volume up, volume down, mute, brightness and all other fn functions to the corresponding keys. In loki switchboard it denies any attempt to set a fn key to any funtion without another supporting key. For example, ctrl + f6 is allowed for a function but f6 by itself is denied. And the keys are not in use anywhere else so that is not the problem.
