Bug Description
Could someone please explain to me the dumb decision to activate LXC by default in a default install of 16.04LTS ?
What's wrong with the obvious process that *IF* I want virtualisation, I can either activate the service or install the package.
Why on earth run it by default and waste un-necessary resources on the system ?

LXC isn't running by default, it isn't even installed by default.
LXD is installed by default in server and cloud images as was decided by the product manager for those.
The only resources LXD uses is disk space as it's socket activated and will not actually run until you talk to it (so no CPU or memory use at all).
