Bug Description
When a Juju machine is shutdown manually, or the agent dies, the machine entry in status should be marked as "down". This does not happen and the machine remains as "started". Hence things like HA are affected as a Juju admin does not have any evidence on which to know that they need to run enable-ha. And HA status reporting in list- and show- controllers is compromised.
