Update fuel version and release version to 9.1 and mitaka-9.1

As we've just agreed we are not planning to bump release version in 9.1 So, this bug is fixed.

/usr/lib/python2.7/site-packages/nailgun/settings.yaml contains 9.1 value, but https://bugs.launchpad.net/fuel/+bug/1621858

After removing /etc/fuel_release and restarting nailgun:

[root@nailgun ~]# fuel fuel-version
api: '1'
auth_required: true
feature_groups: []
openstack_version: mitaka-9.0
release: '9.1'

Update of Fuel release is tracked in bug 1621858. Update of OpenStack releases versions is postponed till 9.2.
