alt-left/right moves VTs even when in X

This happened after some upgrades (possibly running systemctl daemon-reexec), but not after a fresh reboot.

This can be switched around manually with "sudo kbd_mode -u" and "-s"; apparently something on upgrade sets the console mode to non-raw.
