Network field is missing while creating an Instance when running on port in Horizon

Bug Description

In Stable/Mitaka, in Horizon while creating an Instance Network field is missing when running on port. You can find the screenshots in comments.

Hi Rob i have checked it many times in different systems but i'm facing same issue. I've checked it on Stable/mitaka and master/mitaka. The Network session in launch instance is missing while running on a local port using "manage.py runserver"

Mitaka is now EOL and this does not happen in the master (queens) and stable/pike. Marking this as Invalid. If you still have the same issue, please file a new bug.
