Bug Description

The `tripleo.plan.create_container` Mistral action should be used rather than manually creating it in swift and setting the metadata key.

    Use mistral action to create new containers

    This switches container creation from using the Swift API to using the
    create_container mistral action in tripleo-common. This way, any changes
    to the metadata added to the container don't need to be synced with the
    UI.
