[RFE] Support for SR-IOV and PCI-PT should be supported for Amphora VMs

Bug Description

Amphora being the load balancer, it is very important that we provide capabilities to enhance the performance of such VMs.
The current implementation of Octavia supports only vNIC interface attach to Amphora VMs.
Generally performance result shows that throughput performance is better when VMs are connected through SR-IOV or PCI-PT nic adapter.
Currently neutron supports PCI-PT/SR-IOV nic adapter implementation for the guest VMs.
The same functionality can be leveraged for amphora VM creation (LB), such that the user should be able to provide port-id of the SRIOV/PCIPT port as an input during the LB creation.
