Setting scale for menu and title bars > 1 makes window titles disappear.

If the value of the menu and title bars scale is set to anything higher than 1 on any resolution then all window titles become invisible unless they are in the unity top bar. The bug takes immediate affect and is also applied to every login.

https://bugs.launchpad.net/ubuntu/+source/unity/+bug/1332947 details some information about the text scaling being doubled, I'm unsure if it is related.
