network-tx checks in Nagios have UNKNOWN state

Bug Description
MOS 9.1 and plugins from master
Steps to reproduce:
1. Deploy an environment with 3 controllers, 1 compute+cinder and 1 plugin node
(Run deploy_toolchain test with ha_controller_
2. Once deployment finished go to Nagios UI
Expected result:
All services have OK status
Actual result:
For all nodes `*.network-tx` service has UNKNOWN state. Looks like it's a new alarm. Status information
UNKNOWN: No data received for at least 130 seconds
