Cannot edit plan: "The Parameter (DeployIdentifier) was not provided."

In the UI on master, if I try to edit the configuration for a plan, the "Parameters" tab doesn't load with the following error:

Failed to run action [action_ex_id=None, action_cls='<class 'mistral.actions.action_factory.GetParametersAction'>', attributes='{}', params='{u'container': u'overcloud'}'] ERROR: The Parameter (DeployIdentifier) was not provided.

    Add default for DeployIdentifier in nested templates

    Until we fix the bug where at validation time heat doesn't know
    if a parent passes a value into the nested template, this may
    be a workaround for validation failing where no default is found.
