Probably related to trigger this, I have auto download disabled

Toggled wifi off and on, and re-entered the updates panel, it checked for updates and now it works again. I suspect s-i did not know it had a working connection. There is no SIM in this phone for cellular data.

Perhaps u-s-s should present an error to the user when s-i refuses to download an available update.
s-i should return that it thinks it has no connection if that is in fact the case.
