OPAL-utils package is missing some of the command

Opal-utils has some of binary missing
like getscom, putscom, pflash.

A debugger is not configured

---Steps to Reproduce---

Currently it contains

The userspace tool has the following bit modes: both

Userspace rpm: opal-utils_5.1.13-0ubuntu2_ppc64el.deb

Userspace tool obtained from project website: na

Over the period we have added few more development tools to OPAL repository.. Can you please include them to opal-utils package?

Also we have new package in upstream (opal-firmware) :
so our upstream opal repo creates 3 packages :
opal-prd : Processor diagnostics Daemon (installed by default) -- We already have it in ubunut
opal-utils : Developer tools (not installed by default ) -- Need update
opal-firmware : Contains skiboot.lid .. which is used to boot PowerNV on qemu.. mostly for development. Can you please include this package as well?

I understand we need to fix it in Debian first. I will open a bug and coordenate the fix in Debian, so, Canonical can import it.
