Cloak Generator area stays uncloaked after regaining power

Bug Description
Sometimes when a base with a cloak generator gets low power, the base doesn't recloak after power is restored. The stealth generator (I replaced the gap generator with this) still performs its spinning animation, and the entire rest of the base is clearly powered, but the area in the stealth generator's range is uncloaked, including the building itself.
Interestingly enough, two conditions solve this pretty quickly.
1) The uncloaked base loses power again, and finally recloaks as it should have once power is restored.
2) Using EMP on the stealth generator causes it to properly cloak the base again after the EMP effect wears off.
As a sidenote, I only recently started using TogglePower for the AI, and this was occurring long before then, so I know it's not a result of the AI manually powering down the stealth generator.
