Support customization_module for custom layout

Hello

It would be better if this charm support customzation_module

then users can customize layout for they own needs.

HORIZON_CONFIG['customization_module'] = ""

    Add customization-module option for supporting
    customize override layout horizon.
    This adds HORIZON_CONFIG["customization-module"] to
    local_settings.py
