Note the prebuilt package is not a full solution for GPS bringing up, there is still something wrong, but we'll still need it to complete the jigsaw.

Confirmed that proposal should fix GPS. Just no GPS reception inside Taipei 101 building.

Checked on the latest image, the ubuntu-location-service is still 3.0.0+16.04.20160811-0ubuntu2~xenialoverlay1. So it's not landed yet.
