Bug Description

Neutron isn't doing the X-Forwarded-Protocol header override dance on our RDO Mitaka based cloud. After talking with the oslo devs, they mentioned needing http_proxy_to_wsgi in the api-paste.ini

Can this please be added to the default api-paste.ini so others don't run into this issue?

Think this is fixed as of commit 19c354aacd27f6941467e34826774c6199bc4f8f which added http_proxy_to_wsgi to api-paste.ini.
