SM: On Upgrade sm-config.ini gets over-written

Bug Description

When SM was upgraded from 3.1 - 21 to 3.1 - 29, the sm.config.ini file was overwritten and the monitoring section was removed.

Need to move the .ini files under etc and specify them as conffiles as mentioned in this link:

With new objects like DHCP HOST and SUBNET coming in, we need to get new sm-config.ini copied on upgrade.
The user can reconfigure the config file after upgrade.
