Unable to change display positions in Displays setting

Bug Description
I have connected Benq FP71G+ external monitor to my Toshiba C660 laptop via VGA.
What I can't do:
Can't change position of monitor, I need my external monitor on left hand side.
I tired to drag n drop monitors in "Displays" in "All Settings".
When I click apply, nothing happens.
Also when I have moved displays, star in top left corner doesn't work as well, but it does if I reopen Settings app.
When I reopen Setting app and go to Monitors, it looks like settings I have previously changed haven't been saved.

Tried it on the stable LiveCD and still occurs.
When moving around the display, the "Apply" button isn't enabled.
When rotatating or changing resolution, the "Apply" button is enabled but the positions are not used/stored.
