CPU scaling stops working after installing xen

Bug Description

Binary package hint: ubuntu-xen-server

After installing ubuntu-xen-server on a clean Gutsy install (according to these instructions: http://www.howtoforge.com/ubuntu-7.10-server-install-xen-from-ubuntu-repositories), and upon reboot, an error message appeared stating that CPU scaling is no longer working. This is on a Dell Latitude D600 with a 1.6GHz Pentium M. The kernel is now "2.6.22-14-xen". The accuracy of the message is validated by the CPU meter pegged at max, and the fan running nonstop.
