Bug Description

Plugin that does not work was created in test

Run test:

https://github.com/openstack/fuel-qa/blob/stable-mu/7.0/fuelweb_test/tests/plugins/plugin_reboot/test_plugin_reboot_task.py#L132

Actual Result: AssertionError: Task 'error' has error status. 'Deployment has failed. Method granular_deploy. Failed to execute hook 'reboot_plugin-1.0.0' Reboot command failed for nodes ["1", "5", "4"]. Check debug output for details
