Bug Description

network-manager-pptp is installed, but when I select "Configure VPN" NM offers only Hardware and Virtual options, no VPN options.,

Observed on two Lubuntu 16.04 and one LXLE 16.04 system; everything works as expected on Lubuntu 14.04.
