Vcenter-only: Port-tuple ServiceInstance when configured through VNC_API not listing all interfaces

This issue seen when using script vnc_api and when debugging after pausing script, as such service template showing both Left & right interfaces and also Service Instance but under Port-tuple it lists only left and not right. If I use the same template through Contrail UI, i see it shows both left & right interfaces.

Is this a valid bug, seems that issue is not seen after setting correct params in the scripts.

this issue due to IPAM entries being script issue and fixed part of fixtures/vcenter.py on test-repo
