displey settings bad work

I have notebook screen 19' and I connected another displey VGA 22'.
Displey 22' powerOn for programming only however connect to notebook all time.
Notebook displey(19') by default on settings,
 but when I start eOS or relogin showing only another displey 22' and me need powerOn this dipley for login.
