Bug Description
As per bugs[1] and [2] there is a test gap covering use of --metadata-source during bootstrap and deploy.
One proposal is using (behind a proxy):
juju sync tools
juju bootstrap --metasource path/sync
juju deploy
To exercise this functionality.
