[Upgrade] Addition of node with plugin custom role to existing 8.0 cluster fails after upgrade FM 8->9

Detailed bug description:
 Scaling of env with fuel_plugin_example_v3 fails on deployment stage during execution of https://github.com/openstack/fuel-plugins/blob/master/examples/fuel_plugin_example_v3/tasks.yaml#L39-L43

In first time astute passes to MCollective to run hook http://paste.openstack.org/show/563435/
But it fails. In the same time on target node mcollective agent executes the strange shell command for reboot and gets SIGTERM http://paste.openstack.org/show/563436/

The following astute's tries to execute hook fail due to the died mcollective agent on target node
Steps to reproduce:
        1. Deploy 8.0 cluster with fuel_plugin_example_v3
        2. Upgrade FM
        3. Add 1 fuel_plugin_example_v3 node
        4. Verify networks
        5. Deploy cluster

Expected results: The deployment passed successfully
Actual result: The deployment failed with "Method granular_deploy. Failed to execute hook 'fuel_plugin_example_v3-3.0.0' Reboot command failed for nodes ["6"]"

It wasn't reproduced. Looks like a single issue. It was an astute bug causing similar failures, but it was already fixed.
