account setup: Contact Information needs to be registered in Gerrit

http://docs.openstack.org/upstream-training/accounts.html describe the required steps for account setup, but this step lacks one step. "Contact Information" must be added in Gerrit Setting. Otherwise, a contributor will fail to upload a patch for review.

    [upstream] Register contact information during account setup

    It is important to register contact information in Gerrit.
    Otherwise developers cannot push changes for review.

    From my experience of upstream trainings in Japan, this is
    one of traps which developers hit when failing to push a change.
