Fuel UI doesn't have details of date & time for successful deployment

Detailed bug description:
Fuel UI doesn't have details of date & time for successful deployment. It would be great to show details of DATE & TIME of Successful deployment for an environment in Fuel UI under Dashboard tab, something like -
 "XYZ Environment was Successfully deployed on <DATE> & <TIME>"
Steps to reproduce:
 Deploy openstack components using plugins in an environment
Expected results:
 DATE & TIME details for successful deployment of an environment
Actual result:
 No details shown w.r.to DATE & TIME of successful deployment
Reproducibility:
 Yes
Workaround:
 No.
Impact:
 Deployment team need to note down DATE & TIME for each environment deployments.

The following changes were made:
- History tab display summary of chosen transaction (including start and end times)
- labels in History tab transaction menu display time start of an appropriate transaction
