openrc file downloaded from Horizon is inconsistent with cluster settings

Bug Description

If Murano uses Glare as its package storage (it should be default), its CLI client should be called either with a murano-packages-service command line argument or with a MURANO_PACKAGES_SERVICE environment variable set to 'glare'.

This can be achieved by including an appropriate export to the openrc file distributed on nodes.
However, if the openrc file is downloaded from openstack dashboard (by clicking appropriate buttons at the "Compute/Access & Security/API access" panel) it does not include appropriate setting.

Thus the client attempting to interact with Murano using the downloaded openrc will get inconsistent output for package-list commands and similar.
