Bug Description
Have an Ubuntu 14.04 LTS with puppet and thus ruby-hiera installed. Perform a release-upgrade to 16.04.
Result: Conflict with ruby-hiera when installing hiera.
Expected: Remove ruby-hiera and install hiera.
Version: hiera 2.0.0-2
